What Happened
1940: The United States Congress passed the Selective Training and Service Act, creating the country's first peacetime military draft. 1949: Hindi was adopted as one of the official languages of the Union of India, a milestone commemorated annually as Hindi Diwas. 1960: The Organization of the Petroleum Exporting Countries (OPEC) was founded during the Baghdad Conference. 1812: Napoleon Bonaparte's army entered Moscow, only to find the city largely abandoned and set on fire by retreating Russian forces, leading to a disastrous winter retreat.
