India Opens Regulatory Sandbox For Testing New Telecom Technologies
What Happened
The Union government has notified the Telecommunications (Regulatory Sandbox) Rules, 2026, allowing eligible companies, startups, researchers and individuals to test new telecom technologies, services, products and business models under controlled regulatory conditions. The rules took effect on October 21, 2026. The government can grant exemptions from certain requirements under the Telecommunications Act, 2023 and TRAI Act, 1997 during approved trials. A sandbox can run for up to 24 months, with extensions of up to 12 months at a time subject to conditions. Applicants will pay a non-refundable ₹10,000 processing fee.
Key Takeaways
The framework gives telecom innovators a controlled way to test emerging technologies before commercial deployment, while retaining government oversight, data-security requirements and safeguards for participating users.
