New Delhi e-rickshaw policy proposes 2.5 lakh limit, tighter ownership rules

Published: 18 October 2026 · 1 min read

What Happened

The Delhi government has proposed a city-wide cap of 2.5 lakh e-rickshaws under the draft Delhi E-Rickshaw (Registration and Operation) Scheme, 2026. The government cited traffic congestion, road-safety hazards, pollution and unregulated growth of e-rickshaws as reasons for the proposed limit. The draft is open for public feedback for 30 days. Under the proposal, every e-rickshaw would need to be registered as a transport vehicle and obtain a digital E-Rickshaw Compliance Certificate (ECC), valid for two years. Individual Delhi residents would be permitted to own up to five e-rickshaws, while eligible organisations could own up to 100.

Key Takeaways

Fleet operators with 25 or more e-rickshaws would need an aggregator licence. Existing registered vehicles would get 90 days after the scheme is notified to obtain the required ECC.
